HCPC and BOAD commit to strategic cooperation for transparency and development
Cotonou, July 29, 2025 - Benin's High Commission for Corruption PreventionHCPC) and the West African Development Bank (BOAD) officially signed a Memorandum of Cooperation this Tuesday morning. The ceremony took place at the Coupole of the Ministry of Foreign Affairs, in the presence of numerous personalities from diplomatic, political, economic and civil society circles.

This agreement, which reflects our shared ambitions, marks a new stage in our joint efforts to strengthen good governance, transparency and the prevention of corruption in development policies and projects.

A strategic partnership at the heart of governance
The HCPC, a Beninese institution created to prevent, raise awareness of, advise and support public and private players in the fight against corruption, sees in this partnership a lever for action based on the complementarity of its missions and the synergy of its expertise.

In his opening address, Mr. Jacques A. MIGAN, High Commissioner for Corruption Prevention, recalled the central role played by cooperation in the HCPC 's strategy:

"For the HCPC, this is a strong signal: cooperation is now one of the pillars of our strategy, at both national and regional level. It is the lever for a more effective, credible and inclusive fight against the systemic scourge of corruption."

He also emphasized that the partnership with BOAD is one of the concrete acts that reflect Benin's determination to make ethical governance a lasting part of the dynamics of economic and social development.

Recognition of Benin's leadership in the field of governance
Speaking on behalf of BOAD, Vice President Braima Luis SOARES CASSAMA expressed his satisfaction at seeing this cooperation with Benin materialize, through the HCPC, which he described as a "strategic, dynamic and proactive" structure in the prevention of corruption. He expressly welcomed the country's commitment :

"Allow me to salute with deference Benin's enlightened leadership in governance and the fight against corruption. Throughout its recent history, Benin has made a determined commitment to building a State governed by the rule of law and strong institutions. The creation of the Haut-Commissariat à la Prévention de la Corruption (High Commission for Corruption Prevention) is a flagship reform that illustrates this strong political will."

The Vice-President also stressed the importance for a leading financial institution such as BOAD to collaborate with independent national bodies in order to guarantee transparency in the implementation of development projects, particularly those financed from public or concessional resources.

Areas of cooperation
The Memorandum of Understanding signed today covers several strategic areas of intervention, including :

capacity building for the HCPC and its stakeholders in terms of prevention, auditing and integrity;

technical and methodological support for the development of tools to detect and map corruption risks in funded projects;

establishing mechanisms for transparency, ethics and accountability in the management of resources and projects;

promoting awareness of the principles of good governance among populations and beneficiaries.

The partnership also aims to promote the exchange of experience and best practices, in a constructive dynamic of mutual learning and institutional innovation.

A shared vision for sustainable development with integrity
Through this agreement, the HCPC and the BOAD affirm their shared commitment to building an environment conducive to trust, performance and inclusion. Today's event is also a concrete illustration of the HCPC's new strategic orientation, which relies on technical and institutional alliances to strengthen the impact of its action at national level and beyond.

The High Commissioner concluded his speech by thanking BOAD for its availability and commitment, while calling on other institutions to follow a similar logic of collaboration in the service of public integrity.

This partnership opens a new page in cooperation between African institutions, resolutely focused on a future where development rhymes with responsibility, transparency and social justice.
